Requirements for the Carriage of Electronic Smoking Devices and Equipment Containing Lithium Ion Batteries

The carriage of a lithium battery on board an aircraft depends on its configuration and energy capacity (in watt‑hours) - for rechargeable lithium‑ion/polymer batteries - or on the lithium content - for non‑rechargeable metallic lithium batteries.

Devices powered by lithium batteries must:

  • be completely switched off (not in standby mode or low‑power mode);
  • be placed in protective packaging to prevent inadvertent activation or damage.

Recommended protection may be provided by a rigid case (or cover) and/or cushioning material, such as clothing, to prevent movement.

Small Personal Mobility Devices Operating on Lithium-Ion Batteries

Examples of Equipment:

  • Unicycle;
  • Segway (mini-segway);
  • Hoverboard;
  • Gyroscooter;
  • Electric scooter.

Power Limit: Permitted for transportation if battery power does not exceed 160 Watt-hours (Wh)

Lithium-Ion Batteries with Power Capacity Over 160 Wh

Examples of Equipment:

  • Industrial equipment integrated into some electric and hybrid vehicles;
  • Mobile devices and mopeds.

Transportation Prohibition: Forbidden as baggage and carry-on cargo (classified as dangerous goods according to Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284 AN/905)).

Exception: Wheelchairs or similar mobility devices powered by lithium-ion batteries over 160 Wh used by passengers with reduced mobility due to special health conditions, age, or temporary conditions (e.g., leg fracture).

Lithium-Ion Batteries 100–160 Wh

Capacity: Specific power in watt-hours exceeds 100 Wh but does not exceed 160 Wh, or with lithium metal content over 2 g but not more than 8 g (for PMED devices)

Transportation Rules: Allowed as spare batteries in carry-on luggage or equipment. Maximum two individually protected spare batteries per passenger.

Lithium-Ion Batteries Up to 100 Wh (Lithium Metal Batteries with Lithium Content Up to 2 g)

Examples of Equipment:

  • Mobile phones;
  • Camcorders;
  • Watches;
  • Portable music players;
  • Laptops;
  • Portable medical devices.

In Carry-On Luggage:

  • Allowed inside equipment;
  • Spare batteries must be individually protected to prevent the possibility of short circuit in the following ways:
    • Retail packaging method — placement in original retail packaging provided by the manufacturer;
    • Tape insulation method — wrapping exposed battery terminals with non-conductive tape to create a physical barrier between electrical contacts;
    • Individual containment method — placing each battery in a separate:
      • Plastic bag;
      • Protective pouch;
      • Specialized battery case;
  • Important requirements for protective measures:
    • Protection must completely eliminate the risk of accidental electrical contact between battery terminals;
    • Packaging materials must be non-conductive;
    • Each battery should be isolated from others to prevent potential short circuits;
    • Protective measures should remain intact throughout the entire transportation process.
  • Must be protected against damage and unintentional activation.

In Checked Baggage:

  • Must be inside equipment;
  • Must be protected against damage and unintentional activation;
  • Transportation of spare batteries (not inserted into equipment) is prohibited;
  • Devices must be completely turned off.
External Batteries (Power Banks)

Transportation Rules:

  • Must be carried as carry-on luggage;
  • Cannot be charged on board;
  • Cannot be used to charge portable electronic devices on board;
  • Maximum two power banks per person;
  • Must be individually protected against short circuit when not in use (via original retail packaging or terminal insulation methods, e.g., wrapping exposed terminals with tape or placing each power bank in a separate plastic bag or protective case).
Portable Electronic Smoking Devices Operated by Batteries (e.g., e-cigarettes, e-cigars, e-pipes, personal vapor generators, electronic nicotine delivery systems, including IQOS)

Allowed only in carry-on luggage or on person.

Restrictions:

  • For personal use by passengers or crew members;
  • Spare batteries must be individually protected against short circuit (via original retail packaging or other terminal insulation methods);
  • Battery parameters must not exceed:
    • Lithium metal batteries: 2 g lithium content;
    • Lithium-ion batteries: 100 Wh power capacity.
  • Device usage prohibited on board;
  • Charging devices and/or batteries prohibited on board.
